On March 31, 2021, New York State legalized adult-use cannabis by passing the Marijuana Regulation & Taxation Act (MRTA).

MRTA sets out a framework that will comprehensively regulate cannabis in New York State in a manner intended to protect public health and safety while promoting social equity and economic development.  The Office of Cannabis Management (OCM) will license cultivators, processors, distributors, and dispensaries to grow, process, and sell cannabis and cannabis-derived products in New York. There are currently 11 different kinds of licenses as well as detailed regulations concerning processing, testing, packaging, labeling, and advertising.
